Are kits moddable?

Hey guys.

I was in the kits folder and saw all the files for different factions and I was wondering how to give the officer kit for Militia a shovel for single player because it would save time going to a heavy supply crate and swap kit and sometimes I would have to wait because of that limited kit cool down thing...

The only problem is that I don't know what the name for the shovel is...
Is it 'klappspaten'? I'm really confused.
