[Menu] In-game menu changes

Current plans are to change the spawn menu, scoreboard, and the commander menu. This is not a concept, these are tested changes in-game.

Here's what I got so far:

• Thanks to Suchar now I was able to change the map border, still need to make it a bit smaller to fit properly.
• Thinking of moving team tickets to above squad menu and the flag cap progress bar.
